******SPOILER**** (maybe) yeah u get to go around and kill 200 Pigeons and help weirdo's in need, these are the collectibles.
You have to unlock them, and hidden packages are replaced with birds you have to shoot.
you unlock 2 separate areas, and im not sure if your referring to ''hidden packages'' for your second question but there are 200 of them
