I'm pretty sure all DLC is accessible with a silver account, the only difference sometimes Gold members will have access to certain items first.Just a few questions about xbox live...

you can get the themes and such with a silver account but im not sure bout dlc
You have access to all downloadable content with a Silver account. With a Gold account, you have access to online multiplayer and all the features that go along with that.But, to be perfectly clear, you do have access to all downloadable content with a Silver account. Confirmed.
silver has everything that gold has except for online multiplayer....online multi is the only difference
